First, buy a right one that has potential to learn the skill of speaking for certain birds pick up the skill of talking very easily however not all birds are guaranteed to talk. Begin training him to be tame before teaching him to talk. Training approach the cage slowly and with a pencil or small perch and slowly slide it near him through the bars of the cage speaking softly to him, their attention span is just about 10 minutes at first, he'll be a bit frightened but doing this three times a day he'll come around an peck and then get used to standing on it. continue this for another week and then put your finger inside the door slowly and go through the same motions as with the perch a week and then he'll be on your finger, when he's used to your finger, begin slowly to withdraw your finger with him on it, at first he'll jump back on his perch but after a few days he'll let you take him out. He's used to you now, and let you take him out on your finger, next step teaching him to talk. He's out on your finger you slowly speak very slowly and softly and bring him at least three inches away from your lips where his beak and his eyes are even now very slowly pronounce a word such as BA by and watch him perk his head and look at you continue this for the ten minutes for three times a day and in about two weeks you'll hear him repeat what you taught him, after that it ill get easier and he'll pick up words faster.

Other tips 1.) Make sure your parakeet a healthy bird. 2.) Constantly talk to your parakeet. 3.) ALWAYS provide your parakeet with attention. 4.) Leave the radio on for him when you are not home. 5.) Give him toys to play with in his cage (mirrors are especially important and they can never have to many). 6.) Take your parakeet out AT LEAST once everyday. 7.) Make sure that your parakeets cage is in good condition; cleaning it out, fresh water, food, gravel and cuddle bone. 8.) Birds learn best in the morning, when their mind is fresh and ready for new information. 9.) Patience is very important; however, sometimes you should be clear to use it. You don't have to repeat the same stale phrases over and over again.Just speak to him like he's part of the family which means don't talk at him, talk to him and do it often.

As far as speaking goes he will become a part of the family and will pick up how 'humans" communicate and with time will learn to do the same. At that time, you and your entire family member will enjoy the time with your pretty pet.
